Kevin and Sue and their three teenage children are a winning team.
Some time ago, in response to falling sales his employers cut working hours across the whole company by nearly 30%.
Like most ordinary people he uses all of his income, paying into a work pension, saving for Christmas and family holidays, and generally just living.
So the cut in wages was devastating, and for the first three months while he was struggling with all of his bills, he concentrated on paying the mortgage, buying food, and paying for gas and electricity.
Kevin admits that for three months, he chose not to pay his Council Tax instalments.
He preferred to pay his mortgage so they wouldn’t lose the family home, buy groceries so his family could eat, and pay British Gas to keep his family warm, during what turned out to be a very cold winter.
Even though his income was reduced dramatically, he still earned too much to claim benefit.
Kevin pays his Council Tax by direct debit, so when he went into the red, his bank began refusing to pay the direct debits.
