What went right?
Kevin discovered that bailiffs had no real power at all unless you give it to them. So he kept the front door locked, and parked his car out of sight away from the house. He instructed his partner and children to ignore anybody who knocked at the front door, unless they knew them and had checked that no bailiffs or strangers were lurking.
He took away the one weapon bailiffs rely upon most - fear.
He gave the whole family a purpose, and a set of actions to follow on hearing anyone knock at the door. But then, he’s an outstanding first line manager who has to deal with difficult people every day and get them to work together; for him this was easy.

Before the enforcement action began Kevin had no experience of the way in which people are treated by the council, but he took the time to prepare himself and gather as much information as he could. He tried to come to a reasonable arrangement with the council, and when that proved unsuccessful, he took matters into his own hands and as soon as he could began paying them directly online.
He is the sort of person who doesn’t need enforcement action, he wanted to pay the tax, he felt obliged to pay it, and was determined to pay off the arrears no matter how long it was going to take.

There’s no obligation to pay the bailiffs, they're just agents of the council. There is an obligation to pay the council, and that’s what Kevin's doing.
